APS Submission to NDIS Annual Pricing Review for 2027-28 prices

The APS welcomed the opportunity to contribute to the 2027-28 NDIS Annual Pricing Review. The submission highlighted the unique nature of psychology services delivered through the NDIS and emphasised that pricing arrangements should reflect the full costs of service delivery, including coordination, reporting, administration, compliance requirements and flexible supports for participants.

The APS cautioned against introducing differentiated pricing for psychology services, noting the potential impacts on participant access, workforce sustainability and service provision for people with complex needs and those living in regional and remote communities. The submission also called for greater billing clarity and reduced administrative burden while recognising the importance of indirect activities that support participant outcomes.

Recommendations included:

  1. Adopting discipline-specific, cost-informed pricing that reflects the full costs of delivery psychology supports.
  2. Avoiding differentiated pricing for psychology supports.
  3. Avoiding benchmarking against Medicare and other government schemes.
  4. Recognising the costs of registration and assurance.
  5. Improving billing transparency and reducing administrative processes.
  6. Prioritising participant outcomes and workforce sustainability.
  7. Engaging closely with the APS in future pricing reforms.
  8. Considering the APS’ principles-based approach to reform.
