APS response to 2026 Review of the Queensland Workers’ Compensation and Rehabilitation Act 2003

The APS appreciated the opportunity to respond to the 2026 Review of the Workers’ Compensation and Rehabilitation Act 2023. The APS advocated for a holistic approach to be taken to ensure that the Queensland Workers’ Compensation Scheme is fair, sustainable and protected. Recommendations included:
Invest in prevention and psychologically safe workplaces
Increase government and employer capability to identify and manage psychosocial risks (e.g. bullying, high workload, poor workplace culture) to reduce psychological injuries and claims.
Strengthen early intervention and access to treatment
Ensure timely access to evidence based psychological care for both primary and secondary psychological injuries, as early treatment improves recovery outcomes.
Maintain fair access to benefits and treatment
Avoid overly restrictive eligibility rules or treatment access limits, which could delay recovery and worsen outcomes.
Engage stakeholders in reform design
Continue structured consultation with key stakeholders to minimise unintended consequences of policy changes.
