APS Submission to the Consultation on New Planning Framework Rules for NDIS

The Australian Psychological Society (APS) provided a submission to the Department of Health, Disability and Ageing on the proposed New Planning Framework Rules for the NDIS. Our key points include:

  • Endorsement of the Allied Health Professions Australia (AHPA) submission, including concerns about limited consultation and lack of access to the exposure draft of the Rules
  • Concerns about the use of the I-CAN assessment tool without sufficient evidence of validity for the Support Needs Assessment process
  • Risks associated with algorithmic, decontextualised planning processes undermining individualised, participant-centred care fundamental to the Scheme
  • Potential psychological impacts, including reduced trust, autonomy and safety, and increased institutional disempowerment
  • The importance of evidence-based assessment, ethical practice, and safeguarding participant wellbeing

The APS calls for further engagement with the psychology profession to ensure the Rules are evidence-informed and do not result in foreseeable harm.
