Submission to NDIS on supporting young children and their families early

The APS has provided a response to the NDIS Consultation Paper: Supporting young children and their families early, to reach their full potential released in November 2020. 

In this submission, the APS agrees with the NDIA that there is substantial need for further research in all facets of early childhood intervention access, delivery and outcomes. The APS recommends:

  • That all facets of the NDIS are reviewed using strategic research strategies
  • Urgently and significantly invest in research, particularly to develop and refine suitable resources
  • Review the approach to ensure inclusiveness, including community inclusion by enhancing low intensity community supports
  • Build workforce capability and capacity to ensure the quality and safety of services, including ensuring best practice and evidence-based approaches, interventions and decision-making
  • Develop a national framework for measuring and reporting outcomes in relation to function, participation and adaptive skills that assists families and carers to monitor their child's progress
  • Ensure remotely located and vulnerable participants are not disadvantaged in accessing services by using technology facilitated methods of delivery and taking a proactive approach to reaching these groups using measures such as outreach models of care
  • Use evidence-based assessment tools listed in the APS response.
