Submission to Victorian Government Gaming Machine Arrangements Review Consultation Paper

This document is a submission made in 2016 by the APS to the Victorian Government Gaming Machine Arrangements Review Consultation Paper.

The submission focuses on the loopholes in the current arrangements that mean venue profits frequently do not flow back into the community as claimed. The APS recommends a thorough review of what constitutes a ‘community benefit’ to ensure that measures to return some of the profits from electronic gaming machines to the Victorian community are sufficient to counterbalance the aggregated harms that the introduction of EGMs has been shown to inflict on these communities.

This submission draws on the available evidence to provide recommendations with the aim of enhancing individual and community-wide mental health and wellbeing and reducing gambling-related harm.
